Good morning Ray
There are a number of diverse reasons why the lake may be closed . Fishing from the bank does still pose a risk to public heath and safety if adverse water quality has been identified. The intent of a closure for reasons of adverse water quality is to avoid any contact whatsoever with the raw water.

When storages are closed to water based activities does that mean that we are also not allowed to fish from the bank ? This subject was raised on radio station 4bc on friday night. Cheers Ray Kennedy

You probably need to ask more pertinant questions Ray. That still does not say you cannot go fishing if the recreational access point is "open".
The lake may be closed to on water activities, but a rec area is open; I'm advised that fishing is ok from that rec area if that is the case. Or a lake may be closed AND a rec area is closed, in this case fishing is not permitted.
In a nutshell, if they open the gate, you can fish from the shore at that area.
Then again, go ask another person & you might get another answer.

From SEQ website
Recreation facilities – closures and safety UPDATE (Tuesday, 5 March)
Water-based recreation activities
The following Seqwater lakes remain closed to ALL water based activities:
Lake Baroon
Lake Borumba
Lake Kurwongbah (Sideling Creek Dam)
Lake Samsonvale (North Pine Dam)
Lake Somerset
The temporary closure of these lakes is a precautionary measure based on inflows into the lakes and potential adverse water quality in the lakes as a result of the current rainfall event.
Water quality samples will be taken as soon as practical, and the lakes will be re-opened as soon as conditions indicate that it is appropriate to do so.
Bit more the last lins spells it out.
Land-based recreation activities
Seqwater recreation areas and camping grounds are currenlty open to visitors, with the exception of the following recreation areas which have been closed:
CLOSED – Lake Baroon – Martin Williams Nature Walk at the Southern Recreation area and the Lake Baroon section of the Great Walk are both closed due to track damage associated with the recent weather event. Other recreation areas at Lake Baroon are open for land-based recreation activities.
CLOSED – Lake Moogerah - Lower Recreation Area (Reynolds Creek) is closed due to fallen rocks and debris on access road.
CLOSED – Hinze Dam, Eastern Boat Ramp due to damage to access road.
CLOSED – Little Nerang Dam – access road is closed due to storm damage. Will remain closed until further notice.
CLOSED – Lake Manchester walking trails and recreation areas due to flooding as a result of the dam spilling
CLOSED – All recreation trails at Wyaralong Dam, due to wet conditions. Mt Joyce Base Camp is also closed due to the trail closures.
Both the Eastern and Western Trail Head recreation areas are open, as well as the lake itself.
The Gravity Enduro Mountain Bike event on 10 March has been postpone due to trail closures.
Note - The Spit day use area at Lake Somerset, is open for land based activities only (BBQ and Picnic).
My interpretation to the answer is if the lake is listed as being closed to all water based activities you are not allowed to fish there. A lot of the lakes are closed to water based activities and yet still have the recreation areas open.
I had rung SEQ water and discussed this at length and subsequently asked to have the answer in writing.
Cheers

Not long ago went to Kurwongbah as it was filling to fish the newly drowned edge :thumbsup had to go for a bit of a swim to free a Toga from the lilly's/weed. Got home and checked emails to find that it was closed due to enterococci exeedance :o no signs anywhere to indicate this at access point.

Why would a recreation area be open if there is a potential risk?
I tend to disagree with your interpretation Ray.
Anyhow, do (or rather don't do) what you feel you should. I'm content with the direction given to me and should I really feel the need to go fishing from the shore at The Spit when Lake Somerset is shut to on water activities but the recreation area is open, I just might. Not that I think I would ever be that hard for a fish that I ever could be bothered when a lake is in flood, dirty water and all...
