So, a working committee will gather to come up with ideas on how to allocate the SIP funding shortly. The old surface area and tick a box for popularity thing is gone.
So if that group of people were to read this what would you say on how you would like to allocate the monies to the new SIP scheme?
Me, couple of things.
- access to me must be included. If I can not access the water way due to private property or the need to have a secondary permit or membership then my voice would say you don't get my money. So an example of this is...1/ weirs that have locked gates and private property access only. 2/ Dams / lakes that only have access for say a limited area of bank. Then this is the area that should be taken into account not the whole surface are or volume. If I need to be a member of a secondary club or committee to access the lake then no fair play. You don't get my money.
- current stocking level. There is a formula that advises how may fish per hectares. What has been done in the past. Has monies be incorrectly channeled and the lake is under stocked or do I dare say it...over stocked.
- popularity. What users are currently seen using the water way. It is a put and take fishery right. The problem is how do you measure this?
Have few more but that should hopefully get the ball rolling.
What do you say or what do you want to be taken into consideration.

I too have a view that restricted access is a deciding factor as well.

Great subject Steve, according to the DAF Letter to Stocking Groups: "From the list of 46 impoundments specified in the RIS, 31 have been added to the SIP scheme however the remaining 15 were not included for a variety of reasons. These included
-The local Stocking Group withdrawing support for their original request
-Stocking Groups ceasing to operate
-The water storage owner objected to the change, or
-There was deemed to be inadequate public access for the impoundment to be included in the Scheme."

I did visit Bee Hive Dam, just out of Wallangarra on Saturday, which is one of the new impoundments added to the Scheme. It's hard to miss the massive "Private Property" "Keep Out" signs on the gate to access the water. I guess everyone just ignores them.

Shouldn't of this been sorted out before all the changes occurred?
I'd like to see no funding to the restricted access locations. I also used enjoy not ticking the box next to npd due to their percieved "double dipping" in the past.
I don't envy the committee's position, whatever they end up deciding they are going upset someone.

Here's a brain flash. Lake Somerset has proven to be the most popular impoundment and has the most angling pressure. Let's call it the benchmark and maximum size. Whatever the hectares at full level is the maximum. Any dams bigger are classed as the same size. Add up the hectares of all the smaller dams, and add them to all the dams at the Somerset standard and get a total stocked Dam hectare total. Take the funds received, deduct the 20% for admin and divide the total $ by total hectares to give a $/hectare rate. All stocking groups receive the same $ per hectare rate.

Dales solution to my mind the only reasonable method.
If any dam reaches full stocking their funding should be reduced and the monies divided among other groups.
What is everyones thoughts about the monies to be used for other things?
To my mind that opens up a whole can of worms.

No way, no how, should FFSAQ receive $50,000.00 funding from the SIP Scheme. That $50,000.00 could stock a large proportion of the smaller dams rather than be wasted on paying someone to do a volunteer's job. Stocking Group members do not get paid, or reimbursed expenses, why should someone who represents some of the Stocking Groups, and charges them for the privilege, receive extra funding?
Also, no way, no how, should Stocking Groups be able to use SIP Funds for anything other than stocking fish into their waters.

Be interesting to see the make up of the committee.
The stocking assns will probably be outnumbered and their reps will have an unenviable job trying to get a fair go and trying to appease everyone as I think that different groups will have different opinions on what they wish to get out of the scheme.
I know it is pie in the sky but wouldn't it be great if the government were to forgo their management fee for a period. That way previous members of the scheme would not see a drastic drop in their funding.
Cannot see that happening with the white spot disease chewing up their resources and funds.

I have the make-up of the Committee at work, I'll post it tomorrow.

DAF is proposing that the nominal make-up of the working group will be as follows:
Two delegates from Freshwater Fishing and Stocking Association of Queensland
Six Stocking Association members selected from associations currently participating in the SIP program; and
Two Representatives from DAF
Steve Brooks is co-ordinating it all.

Seems a good make up I was afraid that there would be more government representatives.

OK, playing with some numbers and dam sizes and I've come up with the following.
For the 2014/2015 year, the total funds was $918350.00. If DAF have 20% of this, the groups are left with $734680.00.
If we have a cap of 4210 hectares, and a minimum of 50 hectares for the little dams, the amount per hectare comes out at $12.74 per hectare, or about 60 Golden Perch per hectare.
We would end up with something like this;

The FFSAQ $50,000 equates to approximately 238,000 less fish stocked overall. That's an awful lot of fish not stocked.

With the additional cost per permit and the additional permits sold for spouses the numbers above should be substantially higher for 2017/18.

There are two weirs at Miles listed separately in the management plan. Everyone you speak to calls them something different. So the general consensus we could get was that those names are correct. Gill weir has a surface area of 70ha and Miles Weir 30ha.

I know it is very difficult to administer fairly but would it be possible to incorporate in the formula some method that the stocking assns on the old scheme do not have their allocations vary by a certain percentage ( Up or Down ) as looking at Dales figures some groups are going to have a massive hit in their funding.

Some groups seem to have been extremely over funded, which may be the reason the preference tick has gone. If anything is done to protect the older groups, it will mean the new groups get less. They won't like that.
