The first one I'd guess damage caused in the sieve during fingerling release.  The second one looks pretty crook.

If it is fin rot which it is not, why does it only affect the dorsal ?

Sick of seeing these endless claims of Bass with "genetic" deformities on various forums all these deformities stumpy's, PLJ, missing operculum, small head, bent vertabrae are caused by the hatchery environment in which they were raised.
Pic is the only Bass with a true genetic deformity that I have seen, pretty though.

Go easy mate. Ray asked a question "Is it genetic or healed finrot?". He did not make a statement that is was genetic.

So the correct answer would be neither.

The reason I asked the question is because that is the first bass that I have seen with that type of deformity.
If you do not ask you will never know.
I have just googled operculum and found it is a gill cover but can only find plj means peace, love and joy so still in the dark about that.
Probably be better if laymans terms were also included in posts.
 Cheers
Ray

Sorry Ray. PLJ protruding lower law, see it more in the domestic strain Barra ie the Barra Park than Bass, short nose, bottom jaw sticks out. The Bass looks more like damage than fin rot which will not eat away dorsal spines only fin membrane.

Caught a Bass the other day at Toonumbah with a similar lesion-like dorsal damage. Some say it's found after prolonged wet periods. Something to do with too much run off and accompanying nutrient richness in the water?
