With SEQWater's rules
Quote

Boating permits are required at many of our sites, so please make sure you have organised your permit before you go.

You only need a boat permit if your vessel is required to be registered with the Queensland Department of Transport and Main Roads and/or would normally be transported on a trailer, due to the size of the craft. Kayaks, canoes and similar small craft do not normally require a permit.

Seqwater uses the money raised by the boating permit system to help fund lake patrols and assist with the cost of providing and maintaining recreation facilities.
you have a bit of ambiguity, however it will also depend on the mood of the SEQWater Ranger on the day.
I certainly doesn't seem fair that it is only the registered boat owners who need to "assist with the cost of providing and maintaining recreation facilities"  The day users of the BBQs don't seem to have to pay their share.
When you also consider that all the "lake patrols" really do is check for permits it seems very one sided.
