Mercury 60hp

Hey guys
I have a mate with a problem with his 1988 Merc 60hp, the thing is the power trim and tilt will not work under load. It works fine out of the water. He has new seal put in the unitm but hasn't fixed the problem.
Could it be low oil level, if so where should the oil level be

Just saw this.  The system possibly needs bleeding.  It sounds like there could be a leak.  If he put in a new seal without refilling or bleeding the oil it probably won't work under load.  There may be some on-line instructions, try google.  I'd suggest a trip to a Mercury dealer.
