Upper Brisbane River Sand and Gravel

G'day all,
Went for a paddle and fish yesterday both upstream and downstream from the Gregors Creek bridge near Toogoolawah.
Just a couple of Catfish on a soft plastic and one on a hard body. I was really disappointed with the state of the river, there's  been a lot of gravel extraction over the years by locals. Even taking into account the damage done by the recent flood events, it amazes me that it seems no attempt at rehabilitation of the banks has been made. The natural stony beds have been replaced by muddy sand and the bottlebrush lined banks are now a flat wasteland abounding with the ubiquitous "Castor oil" tree. While at first glance the river still appears quite pleasant, a closer look reveals a sad degraded waterway that will probably never recover.
 Maybe I'm being too pessimistic.. but does anyone know of any provision for rehabilitation when the permits to remove sand and gravel are granted?
