What happens to your Stocked Impoundment Permit fee.

In the 2014/15 year, a total of $918,350.00 was raised from Stocked Impoundment Permits.  Of this, 75.48% or $693,174.00 was passed on to Volunteer Stocking Groups, and 24.52% or $225,176 was retained for "Administration" fees.

If we look back to the 2013/14 year, a total of $1,000,003.00 was raised with 83% or $835,000.00 passed on to the Stocking Groups and only 17% or $165,003.00 retained for "Administration" fees. 

Seems the Admin fees went up by $60K in a year.

Notes

        9.14% of anglers did not indicate a preference or ticked the 'all' impoundments box for the distributions of funds. Unallocated preferences were distributed evenly between the 32 dams.
        A total of $693,174 was paid for fish stocking in 2014/15. The extra $26,826 that was allocated was paid from the 2015/16 year. This extra payment will be deducted from 2015/16 allocations.
        * Please note that these impoundments had their allocation reduced due to extra payments from the 2013/14 allocation. The extra payments were redistributed to the other impoundments by the 2013/14 allocation formula.
        # Please note that these impoundments had a reduced allocation because they carried funds over from the 2013/14 allocation.

My thoughts on a popularity contest / surface volume is that I think it is a fair system.
Distribution by "popularity" and surface volume would to me reflect two things

1/ popularity - fishing pressure. You can tick more than one box so if you personally fish dam A / E & J, then that's where you want your money to go to purchase fingerlings

2/ surface area - stocking density. The need to put fish in to maintain or try to establish a system.

Would like to hear others input and how you think the monies need to be distributed.

My other honest opinion on the SIP is that we need to remove the current licensing system and shift to something more towards the NSW licence.

However, no system or licence is going to work without foot soldiers on the ground making sure all are playing by the rules

In my opinion, the trouble with an NSW style system is there is no accountability.  These figures released by DAF show where every cent from the permits is being used.  In NSW, nobody knows how much and where.  There are no funds given to Volunteer Groups, Fisheries do it all, and if they do a good, or bad job, nobody knows.  They wouldn't have to release numbers of fish released so nobody would know if anything went into the smaller lakes.  DAF may think it's too hard to get to Lenthalls, so not bother with it this year, or next year.  The full accountability of the Queensland system makes it far superior to any other "licensing" system in the country. 
Have a look at your NSW "Receipt", that is all it is, a "receipt", it's even written on it.  No mention of permit or license, it's just a receipt for a fee you have to pay to be able to fish.  There is no obligation on the issuer of that receipt to provide, maintain or improve the fishery.
A NSW style "Receipt" system would see the demise of volunteer Stocking Groups and the deterioration of the current, amazing fishing impoundments in Queensland.

I've done a bit of research.  Some funds from the NSW fee go to;

Dollar for dollar native fish stocking project

All funds from this project are provided to stocking groups (as matching funding) to enable the purchase of native fish from private hatcheries to stock into public waterways.

That will be $250,000 per year for the next three years.

Then there is;

Enhanced fish production for inland stocking

These funds provide additional operational funding at four Government fish hatcheries (Ebor, Gaden, Narrandera and Port Stephens) to boost fish production / stocking capabilities to further enhance recreational fishing opportunities.

About $500,000 per year for the next three years.

And this on;

Fisheries Management Officer (inland recreational fisheries)

A Fisheries Management Officer is required to oversee and assess hundreds of stocking applications prior to approval to ensure responsible stocking practices in line with the stocking fisheries management strategy.  The role also prepares draft stocking lists and undertakes consultation with stakeholders prior to stocking.

About $130,000 per year for 3 years.

Gotta love this one;

Gaden Trout hatchery (operational)

These funds support the full operation of the Gaden Trout hatchery to ensure ongoing production and stocking of recreational Trout /Salmon species to enhance recreational fishing.

About $480,000 per year for 3 years.
