Sadly, it would be more likely to see NSW tighten their rules.  You only have to look at the mess left by visitors to river banks around the country.  The minority will ruin it for evryone.

I'm afraid you are correct. Broken glass & toilet paper wherever there is access to the Brisbane River......

Litter is a problem that affects all public areas.

Its just that places fishos go don't have an army of public servants cleaning up after them on a daily basis.
